History of Moira Fire Station

THE CAMPAIGN

 In October 2008, Leicestershire Fire and Rescue Service published two draft for consultation documents;

Our Plan: 2009 to 2012, detailing their proposed vision, aims and objectives over the next 3 years.

Integrated Risk Management Plan (IRMP) 2009 to 2012

"It is a strategic document setting out a joined up approach to risk management through our prevention, protection and response arrangements; balancing the necessary strategic emergency cover with targeting those most vulnerable to risk."

Both these plans where out for consultation until 7th January 2009. A document outlining their response to the consultation will be published April 2009.

You can view these two documents here. They are downloadable in PDF format.

 Leicestershire Fire and Rescue Service Mission Statement is

"Making Our Communities Safer"

"Everything we do is with that in mind"

(Leicester, Leicestershire & Rutland Combined Fire Authority

 Our Plan 2009 - 2012 - Draft for Consultation)

The following comments are my interpretation of the Integrated Risk Management Plan, Our Plan as stated above and the Northern Review which can also be viewed on the above website. Two of the documents are in my opinion particularly complicated to understand and I do not feel that they where written with transparency in mind, with a heavy use of jargon.

Leicestershire Fire and Rescue Service Aim to attend in 10 minutes including the fire fighters getting to the station for the following events;

(IRMP 2009-12 Draft for Consultation Page 11)

In 2007 average response times for Moira and Ashby were;

Moira Fire Station 09:56 Minutes

Ashby Fire Station 10:14 Minutes

(IRMP 2009-12 Draft for Consultation Page 9)

My Question would then be: If Ashby can get to their own patch in 10 minutes, how will they cover Moira's patch in 10 Minutes? Leaving the area that Moira serves with much longer waiting times for a fire engine in an emmergency.

According to the Northern Review Document - National Fire Research concludes that the following groups are at most risk and the Table on Page 5 awards the following levels of risk in the Moira Area;

  • Lone Pensioners - Average Levels of Risk
  • Rented - Below Average Levels of Risk
  • Single Parent - No Levels Present of Risk
  • Limiting Long Term Illness - Relativly High Levels of Risk

The indicies of multiple deprivation for Northern Group include the Western side of Ashby de la Zouch. (inparticular Balckfordby and Norris Hill)

This information, (I think) has been taken from Census, IMD and a combined model. The last census was 8 Years ago in 2001, and the mind boggles as to what an IMD and combined model might be! Are these as up to date and accurate as an 8 year old census might be?

Please feel free to add points that I may have missed by emailing them to me at comments@savemoirafirestation.co.uk please state if you would like them adding to the campaign page other wise they will be placed on the Comments & Views page.

As you can see from the above recommendations from the Northern Review Document, whilst the Fire Service plan to close Moira, no additional resources are being given to Ashby de la Zouch Fire Station, to enable them to deal with their increased demand and much wider area to cover. Not only does this affect response times for emmergency but also reduces the availability of Fire Fighters for the valuable community fire safety awareness work they do
